NDLEA And UK’s HOIO Seal Strategic Pact To Combat Illicit Drug Trade

A NEW operational partnership between Nigeria’s anti-narcotics agency and the United Kingdom (UK) has been formalised, deepening cross-border efforts to dismantle drug trafficking networks and disrupt criminal enterprises.

The National Drug Law Enforcement Agency (NDLEA) and the Home Office International Operations (HOIO) of the UK have signed a Memorandum of Understanding (MoU) to strengthen collaboration against transnational organised crime, particularly the smuggling of illicit substances and prohibited goods between both countries.

The agreement, signed at the NDLEA headquarters in Abuja on 26 May 2025, formalises years of cooperation and introduces a secure framework for intelligence sharing, joint operations, and tracing of illicit financial flows.

It marks a significant move to scale enforcement capabilities by harmonising strategies under international conventions and national legal frameworks.

Mr Ian Cunliffe, Regional Manager (West Africa) of HOIO, acknowledged the enduring partnership and emphasised continuity.

He noted the longstanding productive ties with the NDLEA under his predecessor Christopher Hawksfield, expressing optimism about building further on that foundation.

He described the agreement as “the beginning of the next phase” in bilateral cooperation.

NDLEA Chairman and Chief Executive, Brigadier General Mohamed Buba Marwa (Retd), described the MoU as more than a procedural step.

“It is indeed a reaffirmation of our mutual trust, cooperation, collaboration, and unwavering dedication to safeguarding the lives and futures of our respective nations,” he said.

Marwa stressed that Nigeria remains committed to strengthening its drug control architecture, in line with the National Drug Control Master Plan.

He underscored the necessity of lawful and structured intelligence exchange and joint enforcement actions, stating that the new partnership provides “a clear, lawful and secure mechanism for sharing personal data, intelligence and operational insights.”

The agreement is expected to sharpen joint enforcement actions, enable precision in identifying suspects, and support the disruption of trafficking networks.

Marwa noted that deeper collaboration would enhance interdiction efforts and speed up responses to criminal operations that span borders.

This strategic accord aligns with both nations’ shared interest in countering the global drug trade and preserving public safety through informed, coordinated, and lawful action.
