NNPC Drives Effective Utilisation of Host Community Funds for Sustainable Development in Niger Delta

EFFORTS TO ensure the strategic deployment of funds allocated under the Petroleum Industry Act (PIA) for host communities have gained momentum, with key stakeholders reaffirming their commitment to fostering long-term development in the Niger Delta.

This commitment was stressed during a stakeholder engagement session held with the KEFFESO Host Communities Development Trust (HCDT) in Bayelsa State over the weekend.

The trust, which includes Koluama 1 and 2, Ezetu 1 and 2, Foropa, Fish Town, Ekeni, Sangana, Opu Okumbiri, Okumbiribeleu, and Oginibiri, operates under the joint venture between the national oil company and FIRST Exploration & Petroleum Development Company (FIRST E&P).

Speaking at the session in Yenagoa, the Chief Upstream Investment Officer of the energy firm, Engr. Seyi Omotowa, emphasised that funds designated for host community development must be directed towards essential projects such as education, healthcare, and infrastructure.

Represented by the Deputy Manager, External Relations, NUIMS, Mrs. Edith Lawson, he highlighted the necessity of collaboration to achieve lasting socio-economic progress.

Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, commended the joint venture for sustaining its partnership with KEFFESO HCDT.

He urged community leaders to prioritise peace and stability, cautioning that disruptions could hinder business operations and affect the execution of the 3% Host Community Fund stipulated under the PIA.

Executive Commissioner for Safety, Environment, and Community at the Nigerian Upstream Petroleum Regulatory Commission (NUPRC),

Captain John Tonlagha, who represented NUPRC Chief Executive Officer Engr. Gbenga Komolafe, described the institutionalisation of the community development trust as a pivotal achievement in Nigeria’s petroleum sector.

He praised the initiative for introducing governance, transparency, and accountability into local development efforts.

Similarly, the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Mr. Felix Omatsola Ogbe, represented by the Board’s Director of Legal Services, Barr. Naboth Onyesoh, applauded KEFFESO HCDT’s dedication to sustainable development.

He also acknowledged the role of the regulatory body in incorporating over 100 Host Community Development Trusts (HCDTs) to promote socio-economic growth.

Managing Director of FIRST E&P, Mr. Ademola Adeyemi-Bero, represented by Mr. John Alamu, praised KEFFESO HCDT for fostering dialogue, collaboration, and accountability, describing it as a model for other trusts.

Chairman of the KEFFESO HCDT, His Royal Highness Moses Theophilus, lauded the proactive approach taken by the joint venture, ensuring communities fully benefit from the PIA framework.

The forum concluded with a unified call for sustained cooperation, reinforcing that the success of the PIA depends on strong partnerships, peace, and a shared commitment to regional development.
