Rivers Assembly Confirms Emmanuel Frank-Fubara as Commissioner

RIVERS STATE House of Assembly has confirmed Barrister Emmanuel Onengiye-Ofori Frank-Fubara as a Commissioner-designate.

The clerk has been instructed to inform Governor Siminalayi Fubara for the swearing-in ceremony to induct Frank-Fubara into the State Executive Council.

The governor’s request for his confirmation was sent to Speaker Rt. Hon. Victor Oko-Jumbo, based on Section 192 of the 1999 Constitution.

During the plenary session held at the temporary legislative facility in Port Harcourt on Monday, Oko-Jumbo read the Governor’s letter.

During the screening, Barrister Frank-Fubara stated his origin from Abonnema Town in Akuku-Toru Local Government Area and highlighted his 26 years of legal practice in Port Harcourt since his bar admission in 1998.

He emphasized his extensive experience on several public sector boards and committees, promising to bring dedication and expertise to his new role.

Following Frank-Fubara’s confirmation, the House resumed plenary activities, debating two bills: the Rivers State Emergency Management Agency Bill, 2024, and the Rivers State Transport Company Reform Bill, 2024.

Both bills passed the second reading and were referred to committee stage for further examination, with a directive to conduct public hearings and report back within two weeks as the development was confirmed in a release signed by Dr. G. M. Gillis-West, Clerk of the Rivers State House of Assembly, on Monday, July 8, 2024.
