Tinubu, Lula Advance Nigeria-Brazil Partnership As Petrobras Prepares Return

RENEWED COOPERATION between Nigeria and Brazil is set to reshape energy and trade relations as President Bola Tinubu confirmed Petrobras’ planned return to Nigeria during his state visit to Brasília.

The announcement followed bilateral talks with Brazilian President Luiz Inácio Lula da Silva at the Palácio do Planalto, where both leaders reaffirmed commitments to deepen ties across multiple sectors.

At a joint press conference, President Tinubu highlighted Nigeria’s vast energy potential and welcomed Brazil’s state-owned oil company back into the country’s petroleum industry after a five-year absence.

He stated, “We have the largest gas repository. So I don’t see why Petrobras doesn’t join as a partner in Nigeria as soon as possible. I appreciate President Lula’s promise that this will be done as soon as possible.”

The two leaders also witnessed the signing of five Memoranda of Understanding covering trade, diplomacy, science, aviation, and finance cooperation.

President Tinubu also praised President Lula’s role in reinvigorating the partnership, describing Nigeria as a “virgin land full of opportunities for Brazilian companies.”

During the discussions, President Tinubu acknowledged the efforts of Brazilian aircraft manufacturer Embraer in addressing challenges facing Nigerian airlines, noting the establishment of a regional Service Centre for repairs and maintenance.

He urged both governments to transform historic ties into tangible economic cooperation, stressing the urgency of moving beyond symbolic gestures.

President Tinubu further outlined Nigeria’s readiness to collaborate with Brazil on technology transfer, food security, renewable energy, and pharmaceuticals.

He called for joint ventures in generic drug manufacturing and agricultural mechanisation, urging Brazil to extend its technological expertise to Africa.

“The reforms I’ve embarked upon since I took over in Nigeria have been very impactful. It was initially painful, but today the result is blossoming. We have more money for the economy, and there will be no more corruption.

“You don’t have to know the governor of the Central Bank before accessing foreign exchange. The speculators are out, and the door is open for businesses,” he said.

President Lula welcomed the renewed partnership, stating, “At a time when protectionism and unilateralism have returned, Nigeria and Brazil reaffirm their bet on free trade and productive integration.

“We continue to be dedicated to building a world of peace, free from hegemonic impositions.”

He also confirmed approval for a direct flight route between Lagos and São Paulo to be operated by Air Peace, aimed at boosting connectivity between the two nations.

Following expanded bilateral meetings, both presidents oversaw the signing of agreements and attended a state luncheon at the Itamaraty Palace.

Nigeria remains Brazil’s 49th largest export destination, with trade valued at US$2.1 billion in 2024, comprising fertiliser imports and sugar exports.

Days earlier, President Tinubu arrived in Brasília from Los Angeles and was received at the Brasília Air Base by senior Brazilian officials, including Ambassador Carlos Sérgio Sobral Duarte and Ambassador Carlos José Areias Moreno Garcete. Nigeria’s Minister of State, Foreign Affairs, Bianca Ojukwu, also attended the reception alongside other cabinet members and private sector leaders.

Thereafter, the official welcome ceremony, complete with military honours, took place at the Planalto Palace before bilateral engagements commenced.

During the state visit, President Tinubu is also scheduled to meet with the President of the Brazilian Senate, the President of the Chamber of Deputies, and the President of the Supreme Federal Court.

He will participate in the Nigeria-Brazil Business Forum as part of a broader economic agenda.

Over the years, Nigeria and Brazil share longstanding diplomatic relations dating back to the early 1960s, with Brazil being the only Latin American country to participate in Nigeria’s independence celebrations in 1960.

Also, Nigeria established its embassy in Brazil in 1966, and since then, ties have been strengthened through multiple strategic dialogues and summits.

Most recently, both countries advanced cooperation under the Mechanism for Strategic Dialogue, co-chaired by their vice presidents.

The second session of the dialogue, held in Abuja in June 2025, produced seven agreements covering defence, energy, tourism, livestock development, and counternarcotics.

Brazil has also invested significantly in Nigeria’s food security programme, including the $2.5 billion JBS supply chain initiative and the Green Imperative Programme, a $1.1 billion agricultural mechanisation project providing tractors and farm equipment for local assembly.
