Nigeria, Germany Seal Technical Energy Deal To Advance Power Transition

ENERGY COOPERATION between Nigeria and Germany entered a new phase following the signing of a Joint Declaration of Intent on Bilateral Energy Transition Dialogue and Cooperation, which formally cements both countries’ partnership to strengthen Nigeria’s technical capacity for clean and sustainable energy development.

The agreement was finalised during the Working Group on Power, Energy and Climate session held on 3 November 2025 in Germany, marking a significant milestone in the long-standing Nigerian-German Energy Partnership.

According to the Minister of Power, Chief Adebayo Adelabu, who represented Nigeria at the meeting, the declaration represents a fundamental shift in how both nations will approach energy transition collaboration.

“This Joint Declaration is a game-changer for our national energy architecture,” he stated.

“It moves our partnership with Germany beyond dialogue into the realm of concrete technical assistance, ensuring Nigeria receives the specialised expertise needed to build a robust, sustainable, and secure energy future for our people.”

The Federal Ministry of Power disclosed that the enhanced technical cooperation aligns with Nigeria’s long-term decarbonisation objectives and supports the government’s commitment to renewable energy, energy efficiency, and socio-economic development.

The meeting reaffirmed both nations’ dedication to advancing energy security and technological innovation as part of their shared global climate goals.

Under the framework of the renewed cooperation, Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) has pledged substantial financial support.

This includes an additional €9 million provided in 2024 to the “Nigeria Energy Support Programme (NESP)” and a further €12 million allocated to the newly launched “Energy Transition Challenge Fund (ETCF).”

These initiatives are designed to strengthen Nigeria’s capacity for renewable energy expansion and to foster industrial and community-level access to clean power.

The Power Minister welcomed the financial and technical commitments, stressing that the partnership offers an integrated approach to energy transition.

“The financial mechanisms, including the ‘Green Line of Credit’ for our SMEs and the mobilisation of private investment through GET.invest, are critical enablers. When combined with the technical expertise now formalised in our Joint Declaration, we are building a comprehensive ecosystem for energy success,” Adelabu stated.

The Working Group on Power, Energy and Climate also discussed progress in the implementation of the “Presidential Power Initiative,” a flagship programme aimed at modernising Nigeria’s electricity transmission and distribution infrastructure.

Both sides acknowledged the tangible impact of the ongoing projects and expressed optimism for accelerated progress in the coming years.

Participants at the session emphasised the importance of strong collaboration between Nigerian and German private sector actors, recognising their essential role in scaling up renewable energy projects and driving innovation across both economies.

The meeting highlighted the need for joint ventures, capacity building, and knowledge exchange to ensure that the benefits of energy cooperation translate into real-world economic growth.

Germany’s BMZ reaffirmed its commitment to supporting Nigeria’s transition towards cleaner energy sources and its broader energy reform agenda.

The ministry noted that the technical dialogue provides a platform for structured cooperation, ensuring both countries maintain clear pathways for implementation and accountability in energy policy delivery.

The Nigerian-German Energy Partnership, established over a decade ago, continues to serve as a vital platform for bilateral engagement in energy policy, investment, and innovation.

With the new declaration in place, the partnership now extends into deeper technical areas, including renewable energy integration, grid modernisation, energy efficiency technologies, and climate resilience strategies.

The Federal Government noted that the expanded cooperation will also support local manufacturing in the energy sector, encourage green job creation, and promote sustainable industrial growth through the adoption of modern energy solutions.

During the meeting, delegates reaffirmed that both countries will continue to share best practices and collaborate on renewable energy projects that align with Nigeria’s Energy Transition Plan (ETP), which targets net-zero emissions by 2060.

The Federal Ministry of Power underscored that the technical assistance framework will provide vital training for Nigerian engineers, regulators, and institutions engaged in the country’s power and renewable sectors.

Germany and Nigeria also discussed plans for increased engagement between their private sectors, including renewable energy companies, investors, and technology developers.

The Working Group observed that fostering strong business linkages will be critical to achieving the targets of both the NESP and ETCF initiatives.

At the conclusion of the meeting, Germany reiterated its commitment to institutionalising the Nigerian-German Energy Partnership meetings as an annual event at the undersecretary level from 2026, ensuring that both governments maintain consistent dialogue and oversight on the progress of ongoing and future projects.

The declaration was formalised in a statement issued by Bolaji Tunji, Special Adviser on Strategic Communication and Media Relations to the Honourable Minister of Power, on 7 November 2025.

The statement reaffirmed that the cooperation reflects both nations’ determination to achieve sustainable energy transformation through technology-driven policy and transparent implementation.

Tunji stated that the bilateral agreement underscores the Federal Government’s strategic focus on attracting international expertise and financing to support its Energy Transition Plan.

He added that the partnership represents a critical step in strengthening Nigeria’s power infrastructure and ensuring the long-term sustainability of its energy reforms.

The Federal Government reaffirmed its readiness to work closely with Germany in implementing all aspects of the agreement, particularly in areas of renewable energy deployment, capacity building, and private sector participation.

It assured that all projects under the Joint Declaration will be closely monitored for transparency, accountability, and alignment with national energy objectives.

Both countries expressed optimism that the technical partnership will not only improve Nigeria’s electricity access and reliability but also position the nation as a model for clean energy transition across Africa.

The Nigerian delegation expressed appreciation for Germany’s continued support and reiterated the government’s resolve to deliver measurable results from the collaboration as they noted that the partnership signifies a new chapter in Nigeria’s energy development journey, combining international expertise, funding, and innovation to build a future powered by clean, reliable, and inclusive energy systems.
