HIGHLY SKILLED foreigners can now access a new immigration pathway offering multiple entry business visas valid for up to one year and faster routes to residency in Russia.
JKNewsMedia.com reports that the programme, which became operational on April 15, 2026, targets foreign nationals whose qualifications, achievements or expertise are considered beneficial to Russia’s development.
Scientists, researchers, entrepreneurs, investors, engineers, technology specialists and experienced professionals in priority industries may qualify.
Athletes, creative professionals, talented students, leading university graduates and recipients of recognised awards are also eligible.
Applicants must initially submit their applications through the Agency for Attracting Foreign Talents to Russia, which serves as a single window for assessing candidates and assisting successful applicants through the relocation process.
The programme says candidates must provide documents supporting their education, professional experience or achievements before undergoing a review.
Russia’s Interior Ministry (RIM) says it will then decide whether to recognise an applicant as a foreigner “of interest to the Russian Federation.”
RIM further said it would recognise applicants and eligible family members who can receive an ordinary multiple entry business visa valid for up to one year, allowing them to enter Russia and begin the residence process.
Successful candidates are advised to apply for a temporary residence permit without being subject to the normal government quota.
They are also exempt from providing evidence that they have passed examinations in the Russian language, Russian history and federal law.
It also says that recognised applicants can bypass temporary residence and apply directly for permanent residence.
The concession does not depend on passing a Russian language test.
Authorities said they are to decide residence applications within 30 days, although they may extend the review by up to another 30 days where additional security or eligibility checks are required.
Qualified applicants and their family members can work without separate work permits while authorities consider their residence applications, provided their employers submit the required notification.
Presidential Decree No. 883, signed by President Vladimir Putin on December 2, 2025, created the pathway as part of efforts to attract foreigners with skills needed in Russia’s scientific, industrial, technological, educational and cultural development.
The decree does not automatically grant Russian citizenship or create a direct entitlement to citizenship. Permanent residence may eventually support a citizenship application, while naturalisation remains subject to separate laws and individual eligibility requirements.
JKNewsMedia.com also reports that however, the programme follows Russia’s broader effort to ease entry for selected foreigners, adding that its nationwide electronic visa, introduced in 2023, was expanded in August 2025, extending its validity from 60 to 120 days and increasing the permitted stay from 16 to 30 days.
RIM added that unlike the short-term electronic visa for tourism, business and cultural visits, the new talent pathway focuses on long term relocation and employment.
It also builds on earlier initiatives offering simplified residence to foreigners who share Russia’s traditional values, prioritising professional expertise, cultural compatibility and economic contribution, the RIM said.
