Tinubu Orders Ministers To Submit Project Records For Procurement Review

MINISTERS HAVE been instructed by President Bola Tinubu to forward detailed records of projects handled by agencies and parastatals under their supervision to the Bureau of Public Procurement (BPP) for review and submission to his office.

The directive followed Wednesday’s Federal Executive Council (FEC) meeting at the Presidential Villa in Abuja.

According to the decision reached at the meeting, all ministers will sign a performance bond with the President and participate in quarterly retreats to measure their progress.

The administration confirmed that Nigerians will be given access to a digital application that will publish ministerial assessment reports.

It stressed that ministers must deliver positive results to drive the Renewed Hope Agenda.

The directive was issued after a presentation by the Director General of the Bureau of Public Procurement, Adebowale Adedokun, on the status of procurement activities across ministries and agencies.

The council agreed that procurement processes for projects under the 2024 budget must be concluded by September 2025 to prevent additional liabilities.

Government explained that several agencies continue to manage contracts tied to the 2024 Appropriation Act, despite the extension of its implementation for more than 20 months.

The council ordered all ministries and departments to comply with the Nigeria First Policy (NFP) by giving preference to locally made goods and services in procurement exercises, provided such items meet international standards and are certified by the relevant authorities.

It was further directed that projects financed through bilateral loans must include the Bureau of Public Procurement in negotiations to ensure transparency and value for money.

The council warned that government-owned companies failing to comply with the Public Procurement Act would be flagged for financial recklessness.

In addition, ministers were asked to ensure that projects under the 2025 budget are processed through open competitive bidding in order to align with the Renewed Hope Agenda objectives of job creation and poverty reduction.

All compliance reports are to be submitted to the BPP for onward transmission to the President.
